JBCC’s Ethics & Compliance Committee, made up of cross functional senior management, oversees our ethics and compliance programs and determines any violations and discipline. We regularly monitor and audit our business to ensure compliance with the policies and the law.  We also review all policies as they relate to changes in the law, procurement practices and common business practices to ensure our policies are regularly updated to meet the constant changes in the business world.  John Burns Construction is committed to protecting employees, partners, vendors, and the company from illegal or damaging actions by individuals, either knowingly or unknowingly.

William O’Malley, CEO

William O’Malley, over 25 years of industry experience, currently serves as CEO of John Burns Construction Company, managing the operations of 100+ employees with annual revenues in excess of $90 million. Bill’s credentials include a Bachelor of Science Degree in Civil Engineering from the University of Arizona.  Bill has extensive experience in estimating and managing underground utilities, telecommunications, electrical infrastructure, and general contracting projects.  Bill’s expertise includes:

Scott Becker, President

An industry professional since 1988, Scott provides executive management oversight for John Burns Construction Company of Illinois’ Construction Operations with annual revenues in excess of $70 million. Scott’s credentials include construction management experience in Underground Primary / Secondary Power Distribution systems, Highway and Roadway Lighting, Traffic Signal and Signal Interconnect Systems, Intelligent Transportation Systems (ITS), Fiber Optic Distribution, Transit Power, and Airport Lighting and Wayside Power.  Scott’s expertise includes:

Driskoll Tubbs, Executive Vice President

Driskoll Tubbs, over 40 years of experience as an engineer, construction estimator and construction supervisor, currently serving as Executive Vice President and Manager of John Burns Construction Company of Texas, Inc., where he has been employed since 1987. Driskoll’s credentials include a BS degree in Civil Engineering from Texas A & I University; experience in engineering design of civil and electrical works; inspection, estimating, and supervision of water and sewer plants and pipe lines, as well as storm drain facilities. Driskoll’s expertise includes:

Mike Borstad, Vice President Field Operations

Mike has been in the Construction industry for over 30 years and has worked for John Burns Construction Company of Texas, Inc. since 1983.  Mike has been Vice President of Field Operations since 1990.  He has extensive experience in the installations of underground utilities including water, sanitary sewer, storm sewer, fire lines, electrical duct systems, telephone – aerial and underground.  Mike’s expertise includes:

Andrew Carnegie, Vice President
